

Meet Billie Jo
Billie Jo Underwood is a lifelong Baldwin County resident and serves as Baldwin County Commissioner for District 3, where she has been focused on guided growth, strong infrastructure, and responsible stewardship of taxpayer dollars since taking office in 2018.
A Certified Public Accountant with more than 40 years of experience in financial and tax accounting, Billie Jo brings deep financial expertise and practical leadership to county government. She is a partner in the family accounting firm, Giles, Underwood & Wilson, LLC, in Summerdale, Alabama.
Her commitment to public service began long before her election to the Baldwin County Commission. Billie Jo previously served on the Baldwin County Planning and Zoning Commission and spent more than 20 years on the Town of Summerdale Planning Commission, helping guide local development and growth with a long-term perspective.
As a Republican commissioner elected countywide, Billie Jo has championed efforts to modernize county subdivision regulations, strengthen environmental protections, and ensure county finances are managed responsibly. She has supported expanded road and drainage improvements, improved solid waste and recycling services, and long-range infrastructure planning for both rural communities and fast-growing areas of Baldwin County.
She has also worked alongside fellow commissioners, municipal leaders, community organizations, and state officials to strengthen partnerships that help Baldwin County families, farmers, and businesses thrive. Her leadership has included support for major economic development projects such as Novelis at the South Alabama Mega Site, bringing significant investment and job creation to the region.
Billie Jo and her husband of more than 35 years, Gary Underwood — a Foley native and local pecan grower — own and operate Underwood Pecan Farm in Summerdale.
